I haven't heard of briskets, but HEB has pork spare ribs for $0.97/lb right now.

Brisket typically goes on sale for 1$/lb at kroger/randalls/HEB for the first time each year on Memorial Day weekend. They typically coordinate their sales with major summer holidays:

Memorial Day, 4th of July, Labor day, etc.
