I have no idea. It was the second time I'd seen it in under 30 minutes (different spots in my neighborhood). I wondered if it was a car thing.

Since the only picture that the camera actually tried to focus on the car was taken right through a rock chip, that is "IH8 I10"...while driving on I-10.

Second time I've seen that one. I didn't get it at first but it makes sense now.
