I had a guy at work explain it to me this way. When Texas picks up a 3* recruit it instantly raises eyebrows. Recruiting services take another look at him because they are surprised Texas would take a 3*. During this secondary evaluation they realize they missed some data and he is in fact a 4*.
Honest to god he said all that with a straight face and believed every word of it.
