What you have is common to Aggieland & TAMU with our illonite clay soils (expands/contracts when wet/dry powerfully ala a kitchen sink sponge).

The cheapest solution would be to get a drainage savy landscaper to deal with the wet issues, even lime inject problem subsurface areas.

Failing that after 6-18 months trial (dry out), the internal steel might be suspect or sections replaced down to supporting soils with same or decorator pavors, et al.

Am aware of foam injection solutions but have no pros at hand or can be a witness to perfect solutions here ... yet.
