It was pretty dead when we were there also but at least that was somewhat understandable.

It's not based on today. It's their guess based on the end of the year. If you listen to the D1 Nerdcast podcast they explain why. They are literally fishing for the last teams and their reasoning is as good as any after all the obvious teams and 1 bid leagues are placed in the field. Obviously lots will change and they have no idea how many bid stealers there will be in the mid majors...
