Son has an NROTC scholarship and his paperwork is asking for which outfit he wants to be in. How is he supposed to know which one? Any recommendiations? He is currently in the Marine option but thinking he might switch to Navy so recommendations for both would be appreciated.

Here you go. Strongly recommend he pick an outfit composed of cadets taking the same general major study area. Academic support within an outfit is a big plus.

There's social media links under each outfit which might be useful, too. IIRC, all the NROTC outfits have Navy and Marine cadets.
