Garland (Waterstone LLC) had applied for a permit and received preliminary approval from TCEQ. The permit process started to bog down in the subsequent parts of the hearing phases. As word got around, TPWD weighted in with TCEQ against the final approval. Garland withdrew the request. TPWD was the driver on the James River "dark of night" dam. This dam was discovered when the builder put photos of the dam project on his website. TCEQ was just starting to get involved.

He will also install pumps on wells that run on diesel to keep them full for when he shows up. I've seen this before.

Not in the peoples republic of Colorado where you can't collect water that runs off your roof. It already belongs to california.
