I believe Tiger's penalty was lost ball.

You aren't describing unplayable correctly. If Tiger's ball was unplayable, he had three options. All have a one stroke penalty.

1 - He can hit from previous spot. In this case, Tiger would never do this and give up yards.
2 - He can drop within two club lengths. Again, it's unlikely he would do this. He was way deep in the woods.
3 - Drop the ball anywhere between his unplayable lie and previous spot (in this case tee box).

If it was unplayable, Tiger would take option #3. He gets 250 yards toward the target. And he can drop it in fairway. (somewhere between unplayable and tee box).

They said they found his ball and it was in bounds but unplayable. Couldn't get a swing on it with a drop within a club length. I agree that it seems like he could be able to take a drop going back on his line, but according to them, he couldn't and had to re-tee. I admittedly don't know the answer.

And it was because they found his ball in bounds that he couldn't play his provisional.

You aren't describing option 3 correctly.

19.2 says your three options are stroke and distance, two club lengths or..."back-on-the-line relief" where the line starts at the hole and passes through where the ball lies, not from where you struck it. If you look at map of Augusta #5 is on the far right side of the property from the perspective of the hole orientation and there are only trees until you reach the edge of the property which is then out of bounds. Draw a line from the hole that passes through where his ball was and you can see he had no option of taking back on the line relief to have a clear shot.

b. Back-on-the-Line Relief
The player may drop the original ball or another ball (see Rule 14.3) behind the spot of the original ball, keeping the spot of the original ball between the hole and the spot where the ball is dropped (with no limit as to how far back the ball may be dropped). The spot on the line where the ball first touches the ground when dropped creates a relief area that is one club-length in any direction from that point, but with these limits:

Unplayable lie also has the unique rule where you can take an unplayable in a bunker and either take 1 shot and drop in the bunker or 2 shots and drop behind the bunker.
