I am not defending it but it may allow for one set of secure entrances. There is a break even in that case due to staffing costs. It may be 30 years down the road, but throwing it out there.

Likely to be Madison Construction, as they did the courthouse reno that lasted forever due to mold and other remediations and complications.

My bet is they delete the bridge saving 6 million and call it a "cost savings " when they knew it would never survive to the end.

Madison Construction has closed their doors. One thing for certain, it won't be them performing this proposed project.
And your analysis of why the renovation "lasted forever" is not accurate. The courthouse construction consisted of multiple phases that, overall, lasted for many years, each phase was a completely different scope of work from the last.
