Anyone want to help me with an ID of this old ring in an estate sale?

My Google-Fu didn't come up with anything.

My only thought is that it looks to be plated. Plating has been around for a long time but would think this means its 1900 or newer due to the style.

Possibly belonged to a legislator would be my guess.
